Credit Card Policies:
CREDIT CARD REQUIREMENTS: A 3% credit card recovery fee will apply to rentals paid with American Express Cards. The credit card must be presented at the time of rental. Make sure your credit card has enough available credit. The renters name must be on the credit card. The signature on the back must match the name imprinted on the card and the signature on the rental agreement. In the event that you fail to present a valid credit card, or there is a lack of sufficient funds available on the credit card, or the credit card is not in the lead driver?s name, the car rental agent may refuse to release the vehicle. In these instances, no funds paid will be reimbursed. PREPAYMENT: If you pre-paid online or through our call center, the name printed on the card must be presented by the renter at the location and must match the name booked on the transaction. ADDITIONAL CHARGE CARD HOLD: For security deposit, only Credit Cards are accepted. Debit cards are not accepted. All rentals require a deposit in the amount of the total estimated rental charges, plus damage responsibility to be held as a deposit on the credit card at the time of rental. For Damage Responsibility amounts please see Security Deposit Amounts under Optional Coverages section. The rate of exchange at the time of credit card billing will apply. When the rental is over, we will process the reversal but the bank may take time to post it back to the account. Due to bank processing times, this could take up to ten days for the hold to be released through your bank, depending on how often the bank settles its pre-authorizations. If you fail to return the vehicle as agreed, Budget will obtain additional authorizations from your account to cover the rental charges. Age Requirements
The minimum age to rent a vehicle is 18. The maximum age to rent a vehicle is 75. An underage fee of 25.00 USD per day, plus tax will apply for renters ages 18-21. We will not offer a car rental to anyone under the age 18. There are no exceptions allowed. All renters must present an official ID (Visa or Passport, INE for Mexican Citizens).

*GENERAL DIRECTIONS* Airport Terminal Instructions AIRLINE PASSENGERS Terminal 1 - Customer may go directly to courtesy bus located outside baggage claim. Runs continuously. Car lot located less than half mile from the terminal. Terminal 2 - Customer must go to counter, just after baggage claim area, they will be shuttled to the office at the parking lot which is less than a quarter mile from the terminal. COUNTER: A shuttle is available to transport customers to the terminal. The airport is open 24 hours daily. CARS: On-site. RETURNS: Follow signs to the rental car facility to return the vehicle. AFTER-HOURS RETURNS: Not allowed.
Driver's License Requirements
A valid drivers license from country of residence and passport must be presented in person at the time of rental. It must be a government-issued document. International driving license is required only for countries with non-Roman alphabet.
Travel Into Other Countries
Cars can be returned to other Budget locations within this country based on car availability. All locations in Mexico allow cars on the ferry ONLY to travel to Cozumel. Cars are permitted outside of Mexico with the following restrictions: No cross border into South America or Central America. Travel into the U.S. is permitted. A special protection is required with an additional cost of 200.00 MEP plus tax per day. Cross border travel to the United States is not available in some locations, it is mandatory to notify the location for prior authorization. Cross border travel to Central and South America is not permitted. Vehicles are not available for one-way rentals outside this country. Check with the location upon arrival for additional details.
